25 CM does not hit hard enough for a bull elk. Numbers don’t add up. 25 PRC is a wildcat, so I don’t know.
You could make a rifle using a tikka with either of those cartridges. For the prc you’d need a bolt face that is magnum. And for the creedMoor you’d need a standard bolt face. You’d have to look and see if there are prefits for the 25 prc if you wanted to spin it on yourself, or a smith could do it for you I’m sure.

They sent me one to show on the channel so I know they make them. Maybe just out of stock? I might message their customer service and ask. Tell them Backfire has one.

@UtesFan4Life - Cody, a 25 cal would Not be my first choice for elk, they can be tuff. Bullet construction also plays a large part in how it performs.
Yes you can take a Tikka T3x action and put on a different barrel.
For .25 PRC:
Buy a Tikka with a Magnum bolt face (.540"). Common donor calibers: 6.5 PRC, 7mm Rem Mag, .300 Win Mag, or 7mm PRC.
For .25 Creedmoor:
Buy a Tikka with a Standard/Medium bolt face (.473"). Common donor calibers: 6.5 Creedmoor, .308 Win, .270 Win, .30-06, or 7mm-08
