Need advice for a friend

I have a friend here in SE Alaska that works for the PD and he was recently selected to attend a LE Sniper School. The rifle that he has is a Remington 700 SPS with a 16.5” barrel. I have a question about the optic…what is on the rifle now is a 20 year old Burris XTR. What would be your recommendations be for a replacement scope?

The second question I have is his rifle shoots the factory Federal Gold Medal Match 168 grain rounds extremely well (.32” @ 100yds). What would be a good handload that replicates the factory rounds? The department doesn’t pay for practice rounds.

For a scope, if he has the money, an ATACR of some variety/magnification is considered top tier for sniping.

For the load, if it shoots the factory load well I’d choose the same bullet and COAL and then use a powder and powder load that will achieve the same speed.

COAL or base to ogive? I was going to measure both, but use BTO…is this correct?

Bto is usually better. I often use coal just because it’s easy to grab with calipers without putting on the adapter. Lazy

For a great scope Jim has reviewed many. I use the Argos BTR Gen 2 8-34x56 FFP IR MOA scope to 1200 yards accurately on a 300WinMag. I have hit targets to 1700 yards and the optics are sharp and clear. Problem is my eyes are starting to go so I like clear large magnification scopes. Drawback is it is large and bulky. I should have stayed with Mil instead of MOA since that was what I was used to in the Army. I bought all MOA for my new stuff so here I am.
