Podcast 6 and PRC overpressure

Hi Jim,
In the podcast 6 where you said you were dialing in for a bear rifle you mentioned that all PRC types are sensitive to over pressure because of the match grade chambers on some rifles but the lower end ones have more margin.
I assume this is for reloads - and not an issue for factory ammo?
And I kind of thought the point of the PRC’s was for accuracy and having the tighter tolerances?
When reloading PRC do you always full length resize? I listened to a recent Hornady podcast about cartridge cases and Jeff Siewert said as much as you should always full length resize. I do not understand why the pressure sensitivity would be be due to brass to chamber tight tolerance. I am not saying it isn’t- saying I don’t understand why. Maybe I miss understood what you were saying.

Really could be with reloads or factory ammo. In this most recent case, I tested the rifle with Hornady match as well as a load from federal and it was going over pressure on both.

If the chamber is too tight, then we have the same explosion happening in a smaller space, and thus more pressure. If a part of the chamber is oversized, it can lead to the brass being unsupported and thus over expanding the brass, which can cause catastrophic failures.
